Based on what I've read, yes, that appears to be exactly what the rule is aimed at - a price that goes up a little in October and then gets 'discounted' in November is the kind of thing they want to catch. So I suppose we're just leaving all prices as they are for now, till after the sale.
Other than that, some stuff on that page still baffles me a bit... But anyway, maybe my knowledge of all this just isn't what it should be.
